The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are issued from various governments. Considerable effort is allocated on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by current data. From witness perspectives, defense planes that had been scrambled to intercept incoming cruise missiles flew past – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from devastation and additional electricity failures.

Ongoing Risks

Not long after, a automatic firearm engaged a drone somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to replace in the near term.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new proposal from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, persist.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to compel Moscow to surrender the territory that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but averting a entire defensive failure until circumstances change in its advantage.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
